Comply with Article 22 of the Government Procurement Law of the People's Republic of China; 2. Meet the qualification requirements needed to implement government procurement policies: This procurement project promotes the government purchase of energy-saving products and eco-labelled products, supports the development of small and medium-sized enterprises, prison enterprises, and welfare units for disabled people, and backs policies for underdeveloped and ethnic minority regions. (c)本项目的特定资格要求：（2）单位负责人为同一人或存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动； （3）本项目专门面向中小型企业采购； （4）如投标人拟投标货物为医疗器械的，应提供投标货物的《中华人民共和国医疗器械注册证》或《第一类医疗器械备案凭证》；投标人应按照国家有关规定提供《医疗器械经营许可证》或《第二类医疗器械经营备案凭证》，投标人的经营范围应当与相关许可或备案内容保持一致。（仅适用于医疗器械）。 4、本次招标不接受联合投标。 (c)Specific qualification requirements for this program: (1) Must not be listed as a dishonest person subject to enforcement, a party to major tax violation cases, or have serious illegal and dishonest records in government procurement on 'Credit China' (www.creditchina.gov.cn) or the China Government Procurement Network (www.ccgp.gov.cn); (2) Different suppliers with the same person as the head or having direct control or management relationship cannot participate in the same government procurement project; (3) This project is specifically for the procurement of small and medium-sized enterprises; (4) If the bidder intends to bid for medical devices, they should provide the 'Medical Device Registration Certificate of the People's Republic of China' or 'First Class Medical Device Filing Certificate' for the bid items; bidders should provide a 'Medical Device Operating Permit' or 'Second Class Medical Device Operation Filing Certificate' in accordance with national regulations, and the business scope of the bidder should match the relevant pe (i)符合《中华人民共和国政府采购法》第二十二条的规定； (i)Comply with the provisions of Article 22 of the'Government Procurement Law of the People's Republic of China'; (ii)未被'信用中国'（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单； (ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by 'Credit China' (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn) ; 三、获取招标文件 3.
